How to Submit a Representation to HM Treasury for Autumn Budget 2025

HM Treasury has opened its representations portal for the Autumn Budget 2025, which will be delivered on 26 November 2025. Organisations have until 15 October to submit policy proposals to influence the UK Government’s fiscal priorities. With a challenging economic outlook, the Labour Chancellor is hoping to settle speculation and set out new pro-growth measures that can take effect ahead of the next General Election, expected in 2029.

Submitting a representation to HM Treasury is a valuable way for organisations to influence UK Government policy, shape Autumn Budget 2025 proposals.

Ahead of the deadline on 15 October 2025, Brevia has outlined guidance and top tips for submitting representations to the Treasury for the Autumn Budget 2025.

WHEN IS THE BUDGET 2025?

The Chancellor, Rt Hon Rachel Reeves MP, will deliver the Budget on 26 November 2025. The Chancellor’s statement will be accompanied by an economic and fiscal forecast from the Office for Budget Responsibility (OBR).

WHAT TO INCLUDE IN AN BUDGET REPRESENTATION?

The formal process enables organisations to comment on existing policy or make suggestions for new policy. HM Treasury states that policy suggestions contained in Budget 2025 representations should explain the policy rationale, costs, benefits and deliverability of the proposals and be evidence-based.

Critically, to maximise the prospect of suggestions being taken forward, representations should be:

  • Aligned to the Government’s objectives, such as:
    • Economic growth
    • Value for money
    • Employment and productivity
    • Regional impacts
    • Environmental sustainability
  • Clear and focused – avoid lengthy submissions
  • Supported by strategic engagement and public affairs activity
