Autumn Statement 2023 – Guidance for Submitting Representations

HM Treasury has now opened its representations portal for the Autumn Statement 2023. Autumn Statement 2023 representations are a valuable means of influencing government policy so organisations should make the most of this opportunity. With a general election expected next year, this is likely to be one of the last fiscal statements before an election is held.

Ahead of the deadline on 13 October 2023, Brevia has outlined guidance and top tips for submitting representations to the Treasury for the Autumn Statement 2023.

WHEN IS THE AUTUMN STATEMENT 2023?
The Chancellor, Rt Hon Jeremy Hunt MP, will deliver the Autumn Statement on 22 November 2023. The Chancellor’s statement will be accompanied by an economic and fiscal forecast from the Office for Budget Responsibility (OBR).

WHAT TO INCLUDE IN AN AUTUMN STATEMENT REPRESENATION?
The formal process enables organisations to comment on existing policy or make suggestions for new policy. HM Treasury states that policy suggestions contained in Autumn Statement 2023 representations should explain the policy rationale, costs, benefits and deliverability of the proposals and be based on evidence.

Critically, to maximise the prospect of suggestions being taken forward, representations should be:

  • Aligned to the Government’s objectives.
  • Succinct.
  • Bolstered by public affairs activities.
